Job Description:

SUMMARY/POSITION OVERVIEW

The Director of Benefits is an integral member of the Human Resources team, and is primarily responsible for the overall design, implementation, communication, and administration of the organization's health and welfare benefits programs. This individual will ensure that the programs adhere to ACA requirements and other current regulations, while supporting the organization's strategic objectives. This individual will serve as the primary point of contact with vendors, and will provide expertise and guidance to the Vice President of Human Resources on the various employee benefit plans available and industry trends. The individual will coordinate new or modified benefit plans and employee benefit policies as well as supervise the administration of existing plans. This individual also manages the organization’s wellness program. This individual will maintain good communication and a positive relationship with employees to promote employee satisfaction, and help counsel employees on issues related to FMLA, ADA, and STD. This individual must possess extensive experience and judgment to plan and accomplish goals.

PRIMARY DUTIES & RESPONSIBILITIES

  • Works with insurance broker to secure and administer all benefits that make up the organization’s Welfare Benefit Plan, including medical, dental, vision, life, disability, accident and critical illness plans; as well as FSA and HSA.
  • Provides professional guidance and directs all daily benefits processing to include enrollments, terminations, and qualifying events.
  • Works closely with employees and Payroll to administer Health Savings Account contributions.
  • Manages the reconciliation of enrollment reports and billings to employee records for the purpose of ensuring accurate eligibility and payment information while complying with contract provisions.
  • Oversees the maintenance of employee benefit files and updates employee payroll records with regards to benefit deductions.
  • Manages all aspects of ACA compliance, including reporting, and ensures the organization’s plan design and administration adheres to all ACA requirements.
  • Manages COBRA benefit continuation with third party provider to ensure compliance.
  • Manages employee requests to make benefit changes to ensure compliance with laws and policy language.
  • Manages vendor relationships to ensure timely, accurate, and compliant administration of benefit programs.
  • Manages the organization’s wellness program, including program design and administration, vendor selection and management, and serving as employees’ point of contact.
  • Manages the organization’s annual health fair for employees.
  • Together with the Vice President of HR, participates in annual renewal process and strategy.
  • Manages annual open enrollment, including communications, systems testing and employee elections/confirmations.
  • Ensures compliance with regulatory needs including but not limited to ERISA, COBRA, ACA and HIPAA by staying up to date on regulatory changes to ensure proper administration.
  • Ensures exemplary customer service while maintaining employee confidence by keeping human resource information confidential.
  • Ensures compliance with FMLA and works with employees and managers when FMLA leave may be needed.
  • Files and manages claims for income replacement benefits, including short-term and long-term disability.
  • Ensures compliance with ADA and works with employees and managers when ADA accommodations may be needed.
  • Ensures all benefit plan documents, summary plan descriptions, booklets and information brochures are accurate and distributed as required.
  • Provides leadership, guidance and direction to management regarding benefit plan design, implementation and administration.
  • Assists Vice President of HR with 401(k) Plan administration as necessary.
  • Other duties as assigned.

Experience and Skills:

JOB REQUIREMENTS

  • Minimum 5-10 years’ experience in employee benefits field or related area.
  • Bachelor’s degree in the area of HR, Business, or Accounting.
  • PHR/SPHR or SHRM-CP/SHRM-SCP Certification preferred.
  • Strong organization, analytical and prioritization skills.
  • Proficient in Microsoft Office suite of products, particularly Microsoft Excel.
  • Strong attention to detail and accuracy.
  • Excellent interpersonal skills, with the ability to effectively communicate, both verbally and in writing, with all levels of management and staff and with external parties.
  • Self-starter who can collaborate as a team member and work independently.
  • Capability to effectively plan and set priorities. Ability to manage several complex projects simultaneously while working under pressure to meet deadlines with accuracy.
  • Knowledge of pertinent federal and state regulations with regards to benefits administration, including ERISA, COBRA, ACA, HIPAA, FMLA, ADA and other industry legislation.
  • In-depth knowledge of health and welfare plans, with demonstrated ability to explain, apply and understand analysis techniques, benefit plan design and employee benefit laws.
  • Team player with the ability to collaborate with multiple internal stakeholders.
  • Ability to exercise discretion and professionalism when handling highly confidential and sensitive information.
  • Relies on extensive experience and judgment to plan and accomplish goals.
